If you're trying to add the fur using the heal tool, you need to make certain that the opacity is low - I'd usually use 30% if I wanted it to be strongly added. If you just want to add the hint of fur, go below 10%.

And if you want the fur to look sparse, it's often better to find a picture of a guy's stubble or short beard, or things like that, to produce that look of the fur only just beginning to grow in.
